Some key elements of Vanuatu's regulations and policies are based on those of the United States, specifically the Maritime Regulations, as well as the Vanuatu Logistics Act Cap.131 as it has been amended. This was implemented in light of the US's internationally-known regulations and policies. Another significant reason the Vanuatuan regulations with regards to maritime activities were enacted, is the protection they offer to people who have mortgages on their sea vessels. The same courtesy is given to persons who are mortgagors.
The Vanuatu International Shipping Registry (VISR) is operated by Vanuatu Logistics & Administrative Services Limited (VLAS). VISR has its head office in the capital city of Port Vila, while its daily operations are conducted by VLAS in its office based in New York City. VLAS also has a number of special agents who are authorized to conduct registry operations in various major ports around the world.
