Any sea vessel that participates in foreign trade.
Vessels under construction, those transferring from other flags or newbuildings.
Laid up vessels.
Any yacht or other sea vessel used only for pleasure. Can be 50 net tons or more in weight.
Any bareboat charter vessels.
Important Note: Although the Act states a vessel must be less than 20 years old and owned either by citizens or by companies who have their office of registration in Vanuatu, most of the time these requirements are waived upon submission of an application. The Deputy Commissioner has the authority to waive some conditions. Applicants who submit a petition will be considered carefully, and approval will be granted on a case-by-case basis.
