Circular to Clients on Non-compliance with Previous Circular on Paris MOU Obligations

Circular No. 11 to Clients

The Vanuatu Logistics & Administration Services Ltd. (VLAS) has observed instances of non-compliance with the requirements specified in Circular No. 0010.

Specifically, some Vanuatu-flagged vessels have been found calling at Italian ports or trading in Paris MoU ports without completing the mandatory pre-inspections or submitting pre-arrival notifications. Such actions pose a serious risk to vessel operations and increase the likelihood of detentions, thereby adversely affecting the reputation of the Vanuatu flag.

To address this, VLAS reinforces the following obligations for all Vanuatu-flagged vessels:

• Italian Port Inspections: Vessels calling at Italian ports must undergo a General Condition Survey (GCS) prior to arrival. This inspection ensures all potential deficiencies are addressed, aligning with local and regional compliance standards.

• Paris MoU Pre-arrival Notifications: All vessels trading in Paris MoU ports must submit pre-arrival notification forms to info@register-vu.com at least 48 hours before arrival. Failure to comply with this requirement increases the risk of unscheduled detentions and operational disruptions.

Penalty for Non-Compliance

As outlined in Circular No. 0010, penalties will be imposed for non-compliance. To provide further clarity, a penalty of USD 3,000 will be applied to vessels failing to: • Complete the required inspection before calling at Italian ports.

• Submit the mandatory pre-arrival notifications for Paris MoU ports.

This enforcement aims to ensure adherence to regulations and mitigate risks associated with operational deficiencies.
