Implementation of New Compliance Policy with the Paris MOU

1224: Circular to All Clients & Special Agents,

Dear Valued Clients,

As part of our ongoing commitment to enhancing the efficiency and reputation of the Vanuatu International Shipping Registry (VISR), we are implementing a new policy regarding compliance with the Paris Memorandum of Understanding (MOU) on Port State Control.

This initiative aims to significantly reduce the number of vessel detentions and ensure the highest standards of safety and environmental protection for all ships flying the Vanuatu flag.

Effective immediately, VLAS adopts a zero-tolerance policy for detentions under the Paris MOU. All vessel owners are required to ensure that their ships fully comply with the regulations outlined in the Paris MOU before entering European ports.

Key points of the new policy include:

1. Compliance Requirement: All vessels must adhere strictly to the Paris MOU standards.

2. Detention Consequences: Vessels that are repeatedly detained will be subject to removal from the Vanuatu registry.

3. Monetary Penalty: A penalty of $7000 will be imposed on the owners of vessels that are detained, in addition to other disciplinary actions deemed appropriate.

We urge all vessel owners to take immediate action to assess and improve their vessels’ compliance with the necessary regulations to avoid these penalties. It is essential that we work together to uphold the integrity of our registry and protect the interests of all stakeholders involved.

Sincerely,
Saade Makhlouf
President & CEO
